We moved a year ago from Victoria to Nanaimo and that was the best decision we've ever made!
Housing is for BC standards decent and you are way closer to some of the nicest parts of the island (Pacific rim,mt washington,Strathcona park etc)
And Nanaimo has some beatifull places itself like newcastle island,Mt Benson, Pipers lagoon etc.
Crime is in any city and I dont think it is any worse in nanaimo than anywhere else,I work downtown so I can compare pretty good.
It is very exciting to be part of this city and see it growing and getting better every day.

As others pointed out, the University and the Hospital are some of the largest employers. I lived there for over 20 years, and wouldn't have moved except for a better job offer. I suggest you visit first to get a "feel" for the community (and visit Victoria at the same time. It might remind you of London Ontario, if you've been there). And, if it were me, I would secure employment for at least one of you before you move there.
